This guy doesn't even look like an actual police officer. He looks like a fugging rent-a-cop.
You never can tell, but he didn't look well trained and his uniform made me think he was not a pro. The woman who came up later looked like an actual cop. She seemed like she really didn't want in on that goat rodeo either.
The more I think of it, I think you're right. If the black fella was a real cop, backup would have been called, more drama would have ensued and they would have at the very least, dragged the other woman off too. The one who was trying to help the tazed chick out. There probably would have been a beat down and possibly drawn weapons.
