Pretty simple.
Have the docs prescribe smoking pot for all things Covid. Its medicine, especially if you smoke it.
PS: Federal seatbelt law for the highway, federal mask mandate everywhere else (besides places of medicinal pot smoking). Because some things the federal government comes up with arent popular enough to enforce....
