We officially started Lend Lease the other day. Lend lease is an official entry into the hostilities. It is different than merely selling arms. We are giving them arms from our own stocks. By the rules of war, all of our military and industrial infrastructure are legitimate targets.
The last time we did Lend Lease it was a mere nine months before we were officially at war with Germany.
