The Selective Service Board members were made up of local volunteers in every county in the U.S. which means they were in the position to know "who was who" among potential conscripts and often led to 'preferential' treatment.

The very threat of being drafted was probably the single most successful voluntary enlistment 'tool' the Military had as it allowed choices of branch of service, M.O.S. and duty station assignment so as to avoid being forced into combat arms training and assigned to in-country combat arms duty in RSVN.
