The difference there is that oppressed nations involve the majority of citizens being harassed by gov't and military force. This is a case where the majority of the citizens would WANT the gov't and military to take action.

Oh no, the minorities concern me, too. Minorities that are peaceable citizens, that is. When terrorists, whether foreign or domestic, start to attack our citizens through blockades, using physical force to try and keep us from hunting bears in an area that we can legally hunt but they deem to be unfit for us to hunt, or any number of other ways, our citizenship excpects our gov't and military to step in.

Let's not forget that they choose not to belong to the nation of Canada, instead declaring themselves "first nations" people, living in their own separate "nations", or so they think.
