This would only help people with an income and that wouldn’t please the Democrats. It also doesn’t provide relief for anyone who’s income is reduced as a result of the crisis. If this was coupled with an unemployment benefit, it would prevent incomes from going to zero for anyone on a W2. This would exclude many small business owners, who would need some other form of relief.

Interestingly, Trump’s payroll tax holiday would have been a toned down version of your suggestion. It’s toned down because high earners meet annual payroll maximums and their contributions cease. For many, maximums are met well before the end of the year. After meeting maximums, high earners take home pay increases without those deductions and they’re left to pay income tax on those earnings.
