Turn off their microphone when it’s not their turn
I have no idea why they don't do that. One guy gets 2 minutes. Have a digital clock on the back wall that the candidates can see. Turn on one mic and turn off the other mic. At 2 minutes, turn off both mics.
Progressives are the most open minded, tolerant, and inclusive people on the planet, as long as you agree with everything they say, and do exactly as you're told.
