The server hourly wage here in Az is 3 bucks. Minimum wage for the other employees is 12.15, so a waitress has to average 9.15 an hour in tips to make up for it. Of course they might do better if the restaurant is popular.
Also taking all the tips and dividing equally with all employees is a bullchit move unless the waitress is making 12.15 plus tips.

Tip pooling is a hot topic in restaurants. Federal law allows it to be required, some states do not. Most exclude managers or owners from taking any part of it.
Tipped wages are another mess. In WA there is no tipped wage. It's straight minimum ($15?). GA and CO were like most where wait staff gets paid a token wage of $3ish an hour and tips are expected to make up the gap.
