Tip pooling is a hot topic in restaurants.
Federal law allows it to be required, some states do not. Most exclude managers or owners from taking any part of it.

Tipped wages are another mess. In WA there is no tipped wage. It's straight minimum ($15?). GA and CO were like most where wait staff gets paid a token wage of $3ish an hour and tips are expected to make up the gap.
