Well, first thing you'd have to contend with is the boltface. The 340 has a bolrface sized for the rimmed .30-30 case boltface will be about .512". The 35 Rem has a smaller .460" rim.

I'd build on on a short action Savage 10 action. Did one in 6.5 grendel that way by opening up a .223 bolt head. Started with a Stevens 200 rifle. There is a good chance you could use an '06 boltface and simply swap out and fit the 223 extractor for more bite on the rim.
