I've nothing but good reports about Warne. Bases say machined steel. Rings don't say but they do have the square cross shaft (click on the middle pic below the rings).
Just a note, the recoil lugs, or cross shafts, aren't attached to either half of the Warne rings. This isn't a cause for worry on the fixed rings, but it is on the QRs.
