Mostly, I'm just perplexed as to why he's not doing what he said he was going to do.

Why are you perplexed? Did you really believe him when he said what he'd do? If so, why? He's nothing but a bullsh*tter. Always has been, always will be. Every time somebody trusted Trump they got screwed. Why would anybody expect things to be different now? You are familiar with the definition of insanity, right? You are aware that he's been sued something like 3500 times, right? You know that he's lied over 8700 times since taking office, right? You guys are very, very slow learners.
