He has the power to do most of what he promised based solely on the power inherent in the presidency. He chose not to do them.
Example: Birthright Citizenship is a time bomb, and yet it has no basis in American law, literally. No Federal legislation established it, and the notion that the Fourteenth Amendment calls for it was merely an expressed opinion, not a ruling by the Supreme Court. Said opinion is quite demonstrably in error. Therefore, all that's required to terminate this suicidal policy is an executive order, yet (even though he said that he would) he never has issued said order.
