How can I take it slow with the throttle fully advanced?



On my tractor, JD 3039R, I would set the throttle on th he dash fully forward and then creep along slowly by depressing the forward HST pedal only slightly. But I don't know exactly what they mean by governed speed.

Also, what 1234mag said. I much prefer a dedicated weight rather than banging around with a mower on the back when I'm doing bucket work. Maneuverability is a premium for me.
