The jogger knew this, but the officers clearly didn't.
So, the jogger was acting reasonably, when he took the officer's weapon, a la the OJ (Original Jogger, or Simpson, if you want to go old school).
After ensuring his safety by taking the weapon, the jogger simply continued his jog, until he got shot.
