So, how's he supposed to undo the seat belt so he can get out of the car with his hands outside the window? Guns drawn and he pulls his hands inside to undo the seat belt? Tough to comply with conflicts like that.

No shït. When there's no clear order, when orders contradict and/or are incompatible in sequence, what do you do? That said, the guy getting pulled over did not stick his hands out the window in such a way as to demonstrate he was not a threat. He barely complied, but was buckled up and may have been restricted by his seatbelt. I wouldn't have wanted to reach in to unbuckle my seat belt in the first few seconds of that interaction. The officers appear to have come into that interaction already pretty hot. We don't know what happened before the stop.
When being pulled over, I prioritize demonstrating that I'm not a threat.
