I believe there is something, somewhere in there?, that states you have a "right" to know what you're being charged with.

Not if officers are in the process of detaining or arresting you. Somewhere along the line, of course you have that right, but it's more in regard to the arraignment than to the initial investigation phase. If a cop is in the process of arresting or detaining you as an uncooperative criminal suspect, they are under no Constitutional obligation to answer any of your questions during that process.
