Sorry for the screwed up hunt. It is happening too often.
I hear that BC moose hunts are notoriously like this and have been for years now. An outfitter will know how many shootable mature moose his area has, then overbook it drastically. He'll get a certain percentage of hunters on moose, while the lottery-losers get skunked...on purpose.
After all, he needs animals for next year.
