The overbooking IS very commonplace NOW, but, mostly with the GOs that are foreign owned and operated for short term profits.
We are now at the nadir of BC hunting and the majority of BC people are FINALLY awakening to what is happening. It will take perhaps five years, but, a huge change is coming and the GOs will lose most of the allocations and political clout they now have.
That said, I hope that fellow members of the Commonwealth, will always be welcomed to hunt, etc., here in BC.
With good management, BC could accept twice the foreign hunters and many more residents, but, the various politicians just do not seem to care....easier, to buy votes from ethnic blocs, sound familiar?
