I worked for USPS from 1984 until 2015. Starting in the late 80's, USPS really began to promote minority preference in the hiring. It took a while for the Post Office to begin to feel the effects of all that minority hiring, but that is what has contributed the most the problems it faces today, USPS is chocked full of minority managers, most who are dumber than a box of rocks.
