Raw is not the tenderest. It may be softer to the touch, but it does not part as easily to the tooth.
Troof. There is a reason tartare is usually chopped or very thinly sliced.

One of our favorite summer time, back deck appetizers is beef carpaccio. (I think I have posted it here in the past)
Eye of round, semi-frozen - I can get that sliced paper thin....
Laid out on a cold plate. Drizzled with a bit of EVOO, dusted with salt and course ground pepper. An arugula salad (tossed with salt, pepper, lemon juice, and olive oil) served in the center of the plate.
I miss summer already.........
