Travis McMichaels'' legal obligation was to not terrorize Arbery and make him believe he had to fight to survive.
The circumstances OF THAT NIGHT did not give Travis the power of citizen arrest. He was just Goober in Mayberry, but not funny, and with a loaded gun.
