I proposed a baseline test before granting a driver's license. See how much one can tolerate before becoming "impaired". Some folks were complaining they were being held to too low of a standard.

Cones in the parking lot, after a few drinks, maybe a lincoln log cabin building test under time constraints. Start with 2 drinks, test BAC, perform exercise, etc etc until one fails.
A good alky ought to get to about a 0.15. So they should be OK to drive at 0.1, right?
