If they're traveling at bicycle speed to the right of the fog line and way over on the shoulder...a part of the road that you don't normally drive on...how is that "an impediment"...?
People who have nice road bicycles also drive cars, and they pay the same tax at the pump to keep up the roads as you do. The same.
