It's forbidden anywhere where there are groups of bicyclist and pedestrians traveling down the highway with the false sense of security having been told that they in fact do have right of way and at a speed under the posted legal speed limit.

It has the aura of life in the third world.

There is no law preventing a wheel or a pedestrian from traveling down the side of the road but they do get killed on a regular basis and no charges are filed against the drivers of the motorized vehicles who done it unless DUI or the like. It gets the "well, if he didn't have good sense enough to get out of the road..." category, and is not unlike a train/automobile wreck... oh well!
