Does the law 'there' specifically forbid bicyclists and pedestrians from also using the roads...? If not, then they get to use em' too, regardless of who does or doesn't like it. If the law says they are allowed to use the road, 'you' still say they "need" to recreate somewhere else so 'you' won't be inconvenienced...?

laffin' In the case you are presenting, yes, it is forbidden without a parade permit.
As a side note, damned golf carts are getting into the mix now.. Not long ago witnessed a hit and run on a cart.. two senior occupants airlifted to the hospital.
Very unsafe, unwise means of transportation.
