Not True. In Colorado now ,if you pass them, you must be at least 3ft away, causing you to go into the other lane. Bad on a two lane highway with no shoulder. You are permitted to cross the yellow line if it is safe, but if there is traffic coming from the other direction ,you sit in back of them at 15 MPH in a 65 MPH zone. I'd say that is an impediment.
Not all cyclist also pay taxes at the pump.
