Same thing here. Ranchers complained about the elk eating hay and cow calf seasons were implemented; along with the subsidization of a whole bunch of elk fencing. Elk numbers are down by a lot. While this population reduction is mostly blamed on wolves, this is the first time I have seen this particular piece of logic absolving the ranchers and game dept. and transferring all responsibility to the wolves.
