If you can't buy cigarettes before the age of 21 (in some states) why would you be allowed to permanently mutilate your body?

If you are not a minor, and you make the decision for yourself, that's one thing. But no one should make that decision for an other person, an no one should be deciding for themselves until they are of age, how ever we decide to define that.
