That may well be true. In which nation did it happen?
Here there was nothing willing about buybacks, which sparked the largest protests this country had ever seen. Aside from the vast numbers of guns that went underground, there are substantially more guns in private ownership now than before the buybacks.
I personally own a lot more guns now than I did before 1996.
