They have to be controlled around strangers because some people just don't pass inspection.... IDIOTIC act of sticking your hand in the dogs face... many people do the most idiotic things around dogs... I don't do the idiotic things many people do around dogs that piss them off.
You just laid out a case for why nobody really needs a Pit. While Pits don't have a monopoly on this, they are over-represented in the cases where apparently people do stupid schidt. Most breeds don't need this warning label.
I have never had a dog for which anyone needed to pass inspection. Every dog I have owned would think "treat" or "here comes love" when a hand approached its face. None have ever interpreted normal human behavior as idiotic. None have ever gotten pissed at people.
