Personally, I believe at least some states are manipulating covid-19 numbers by intentionally cutting off daily testing at given point when they reach a "sweet spot", so to speak. That "sweet spot" is where the percentage of positives start to peak and the law of diminishing returns takes effect, resulting in decreasing numbers of positives the more that are tested, causing the percentage of positives of total number tested to get smaller.
