He threw out the National Security Council playbook on fighting pandemics and he fired the pandemic response team which included funding for helping countries prevent infectious diseases from becoming epidemics which included China. Apparently, some simple minded idiot thought helping other countries to prevent pandemics was a waste of money because those pandemics are in their country and not in ours.
