The government has chosen # 2 when #1 is easily obtainable.

If the government produced #1 in quantity, it would not need to produce ANY additional vents, and there would not be hospitals being overrun and many dying on vents, because patients would be given medicine, told to go home and isolate. Close to a 100% success rate being given medicine, and they never see the inside of a hospital or thrown on a vent....to DIE.
