It's not solely a race issue. It's a cultural issue too. The ghetto culture acts like crabs in a bucket and tears down anyone that tries to rise out of it. They associate success and decency with "whiteness" and whiteness is always negative in their view. It's the old "house ninja" stigma.
Culture is determined by the people who make it up. The reason Haiti is the way it is, for example, is because even though there are some among them who might like to raise themselves up, start a business providing goods and services, etc., they know they cannot, so they don't bother. They know that even if they put in the work to do so, the overriding culture (determined by the people occupying the territory) is such that they would be constantly robbed, looted, stolen from, and vandalized, so that such an endeavor wouldn't be profitable.
