White slums are everywhere. The Poverty rate in Appalachia is very high in Allalachia and it's almost universally Caucasian. But it doesn't have a murder rate that's equal to a cholera outbreak like exists in black inner city communities.
The murder rate in America this year is through the roof. There's a smattering of Caucasians committing some murders. But for the most part they're being committed by young black males.
Young black males make up about 2 or 3 percent of America's population yet they're responsible for over half the murders committed in America.
It's not poverty. It's DNA.

There is no *real* solution. The problem was baked in the cake when large numbers of blacks were brought into America a few centuries ago.
Now the country is being flooded with with Hispanics who hate blacks. That situation is going to get very interesting in the next few decades.
