Pharnseller: Do away with the "great society" welfare state! Until then make it mandatory for ALL welfare recipients to take monthly drug tests or benefits cut-off - fail the drug test benefits cut off! The origin is schithole liberal states/governments/governors like portlandias and guilt ridden liberal politicians at all government levels. I sayfuck'em all currently in office - they have ruined this once great country! I do NOT see this "problem" (like you describe) getting fixed/better in my lifetime - and that is a crying shame.
