It's likely that evolution in cold weather isn't the only factor relevant to the acquisition of high IQ. Other factors may need to be also present. High IQ is likely only one among several possible adaptations that an isolated population may acquire for adaptation to cold climates, and only East Asians and Europeans took that particular evolutionary route during the last Ice Age. Eskimos may have latched onto other traits which helped them sufficiently survive cold winters.
