Of course, Polish, French, Belgian, Dutch Jews were prisoners of losing regimes, because at that time their country of origin was losing.

But then again, there's that little thing of the general populace being non-combatants and all, and therefor maybe not technically prisoners?

"Prisoners" in the practical sense of the term, not necessarily IAW any particular government's black letter law definition of "prisoner."
