Individuals can not own land below the mean pool level of public waters. There are a few exceptions where it can be leased by the entity controlling (such as a river authority). Most docks and piers are floating. What you do on your property would be subject to local code. Long story short, you can't own anything under a lake or river (if it's a navigable waterway) in the State of Texas, just the land above it. (and I slept 10.5 hrs last night. smile )
