So why do we even have above ground powerlines? Nobody in the west own a damn excavator?
For profit "public utilities" is the easy answer.
That, and the consumer doesn't want to pay the real cost of bringing electrons to their "devices".
Many (most all?) above ground lines are uninsulated, air acts as the insulator. Adding insulation, then putting those lines underground adds costs.
