I never understood why a candy that was supposed to be chewy, was always as hard as a rock.
My theory is that they made a million pounds of Tootsie Rolls for the GIs in World War II, and after the war they kept selling the leftovers for the next 40 years.
Throw in the other flavored tootsie rolls.
They really sucked....
