It all boils down to - MANY more folks on the "payee" line on the check -
than on the "payer" line. It can't sustain itself.

This whole thing has me debating (mentally) the justification for having the vote restricted to property owners, only.
We seem to be the only ones on the "payer" line with a vested interest. We seem to be covering costs for the deadbeats.
