Easy: 1. Remove all government "fixing" 2. allow for the purchase of insurance across state lines 3. allow a-la-carte insurance purchasing 4. tort reform.
AND: Call "pre existing conditions" what it really is: WELFARE and not insurance and simply put that approx 4% of the population into Medicaid.
