Such knee on the neck type cops do what they do, cause the 90% of 'good cops' allow it.
There is a line of thought that there are no ‘good cops’. There are only bad cops and silent cops. And staying silent as their fellow cops abuse their power, abuse citizens, or not standing up against injustice committed by other cops, still makes them a bad cop.
