This is not true. While much of the rules of engagement fall under the 4th, there are some aspects of excessive/deadly force and detainee health and safety that fall squarely into the 8th.

There is plenty of case law relating to deliberate indifference. Though it is usually thought of in terms of the incarcerated, it 100% applies to detainees in the field. Plenty of case law to suggest that when the derainee went limp under the cops knee (reason doesn't matter), it required some reaction.
