While he's watching his city burn on the TV maybe the mayor could come up with the notion of browsing the police department personnel files for the incidents that mark those officers that should not be officers. They tend to leave tracks usually found by hindsight, but no reason one couldn't see them coming. In these cases proper pruning must be merciless.
