I don’t see what is controversial about that. Politicians in Texas and elsewhere have made lots of racist statements against immigrants. It’s pretty open and shut. I know future revisionist historians will probably try to claim it was about the Constitution, states rights, and the rule of law, but those justifications are pretty transparently just an excuse for racism.
