6.5 Creedmore is the one that I would recommend. The main reason is you get custom rifle specs right off the shelf and factory ammo that works right along with it. From the start your friend will be looking at a savings(vs custom)of 5-6 hundred. That's more than enough to get started in reloading. I would tell him to spend his money there instead of high priced ammunition, he can have a lot more fun that way getting into long range. If he's on a really tight budget tell him to look at the Kimber Hunter. If he can spend more, make it a Montana.
