This seems to be based on the fact that he did not join NATO generals at a meeting either in person nor by video link. Wagner claimed a few days ago they had killed the head of Ukrainian ground forces Colonel General Oleksandr Syrskyi. Of course this has been denied by the Ukrainian military.
