Oldman1942, I am no expert at anything, but I see a similarity between where we are now and where folks were in 1919. Boys coming home from war in 1918-1919 who'd never owned a rifle all of a sudden wanted a gun like they learned to shoot in the Army "over there", and bolt rifles took off like a rocket. Now the boys coming home want an AR-15. In proportion, I think there are fewer and fewer of us that appreciate walnut and finely blued steel. Also, there are a lot of 99's out there for those of us that want them. I am not arguing that you and I would not love to have a brand new Savage 99 built like the old days. However, I think if Savage had a market case, they'd be making them. I also don't think the 99 is a particularly easy design to produce cheaply.
